Ozil, who has been in and out of the Gunners team all season, is reportedly missing the match with a knee injury.
But there have also been suggestions that the decision was tactical, and Emery's comment appears to back this up.
Ozil is Arsenal's best-paid player, but hasn't been a stand-out star for the Spaniard during his time in charge of the north London club.
The German World Cup winner was linked with a move away from the Emirates ahead of the January transfer window, with Inter Milan reportedly keen.
But Ozil has since come out to say he will not be leaving Arsenal this month.
It was recently announced that Arsenal have no money to spend this January, and are instead focusing on loan deals.
Aaron Ramsey is also set to leave the club at the end of the season on a free transfer, but his exit could release some funds.
A possible Ozil exit at the end of the campaign, which again would reduce Arsenal's wage bill, would also free up funds.
